Located at 385 Nepean Highway, Frankston, the new facility will house essential Government services, catering to Frankston and its surrounding communities. With a design that reflects Castlerock’s commitment to excellence, sustainability, and enduring satisfaction, the building serves as a vibrant, inclusive, and environmentally conscious workplace that embraces its coastal environment with sweeping views across Port Phillip Bay.

The building has been built to achieve an impressive 5.5-star NABERS energy rating, underscoring Castlerock’s dedication to sustainability and responsible development. Designed with sustainability at its core, the building features premium end-of-trip facilities, 99kW solar array on the roof, all electric building with provisions for EV charging stations, and environmentally responsive design elements, positioning it as the greenest commercial building in the Frankston CBD further reinforcing Castlerock’s commitment to responsible development.
In collaboration with the Bunurong Land Council, Castlerock has incorporated visual installations that pay tribute to the traditional stories and history of the area. The foyer showcases artwork by Glenn Shaw, depicting a local potato vine that once thrived in the region. This design has also been adapted onto the rear of the building, providing a striking visual connection to the surrounding landscape.
Drawing further inspiration from the natural world, the building’s design reflects the elegance of the Eastern Great Egret, a native bird of the Mornington Peninsula. This thoughtful approach ensures the project blends seamlessly with the local environment while celebrating the area’s rich cultural heritage.

The Frankston office development has been integrated into the Castlerock Government Property Fund (CGPF), further expanding the company’s portfolio of government-leased assets. With a forecast distribution rate of 7.85% and a portfolio valued at $596 million across 14 buildings - 96% of which are leased by State or Commonwealth Governments - this new addition strengthens Castlerock’s commitment to delivering stable, long-term returns for investors.
Reflecting on the achievement, Adam Bronts, Director at Castlerock, stated:
“We are proud to announce and celebrate the completion of this landmark project in partnership with the Victorian Government. It embodies our unwavering commitment to sustainability, community collaboration, and delivering lasting value for our investors and the broader community.”
Aaron Ballenger, Director of Projects at Castlerock, added:
“This project represents more than just a building - it’s a symbol of our dedication to sustainability, innovation, and community connection. Seeing the vision come to life, with its thoughtful design and environmental leadership, is a testament to the dedication of our team and partners.”
The official grand opening ceremony took place on Wednesday, 26th February, bringing together Government officials, community leaders, and Castlerock representatives to celebrate this milestone development.
With a strong focus on sustainability, heritage, and long-term investment, Castlerock’s Frankston office development stands as a testament to the company’s mission to create spaces that serve both the community and the environment for generations to come.
